Very interesting idea and I am interested in participating in such a project if this goes ahead!! If we are going to build one in the mainland, we may go for practically the highest altitude, such as 5000m+ somewhere in Tibet.
For such a project, I agree that the first thing is may be building a pilot one in HK to gather some experiences and test out concepts. We are not starting from zero ground, and I believe we can build on the experience of some local friends: apo, Bill etc.
For the pilot project in HK, I think the most important aim is to build experiences and test out our plans. So its setup should be the same as what we are aiming to build overseas. The scale can be smaller, but the overall setup should be the same. Cutting cost and corners should be avoided. However, the location is of secondary importance since we don't expect even the best location in HK can be very satisfactory anyway. On the other hand, a more handy location will allow the participants to work on the project more easily.
Building a robotic observatory is not a new thing and there has been a lot of experiences out there, particularly in overseas. In fact, most of the components (software & hardware) required are readily available in the market. Just to name a few:
1) various documents and components (including remote power switch) can be found on Robofocus: http://www.homedome.com/ (RoboBook page; Automation equipment page under Prices)
2) ACP Observatory Control software from DC-3 Dreams (http://acp.dc3.com/) allowing full control of robotic observatory & equipment through the web; a whole night of imaging can be scripted
etc etc...

What I have in mind is to learn from established form of roll off roof like the Pier-tech ones. With simplified form (say one piece roof with minimal joints instead of the pitched roof shown) we can cut the cost significantly.
Preliminary dimension is about 4 ft W X 5 ft L X 5 ft H.
The scope will park with the DEC and scope leveled for minimal height.

Software, hardware = no problem.
Land = BIG BIG problem. Where do you find a piece of land to initiate such a project ?
Mind you :- that piece of land must be mature enough to have power supply and broadband connections. Such land exists of course, but rarely readily available, especially inside China.

and I am also very surprise money is not a problem here???
how about logistics, i.e. who/when can use the telescope?
of coz' you guys want more people to share the cost...but at the same time you need to share the telescope time among many people/ groups of people
what if someone (say, one of the members or investors ) want to opt out, not to play any more, how will he/she get back some money (or corresponding share in whatever forms)
personally I think this project is quite interesting and may be able to do some real science out of it
but unless someone starts to think about above questions...I can only imagine all this will turn into a mess...We all did some times read about people's conflicts about borrowing/sharing telescopes
