There are several ways:

1. if you have harddisk recorder (those that replaced the tape recorder) that comes with VEDIO-IN or S-Video jacks, you can simply connect the Hi-8 to this hdd recorder. The hdd recorded clip will be digital.

2. I used to go the hard way: I use a FIREWIRE converter with VIDEO-IN and S_VIDEO-in jacks, and firewire output to my notebook.

3. There is also a cheaper solution: a USB video converter that accepts VIDEO-IN and outputs to computer via USB. But this may not give you high resolution if you use the cheap version (less than $200). I have one that is not used now. You can have it for free.
